Environmental Omnibus: Call for Further Simplification of the EU ETS Framework
Cerame-Unie, the European Ceramic Industry Association, welcomes the publication of the Commission’s Environmental Omnibus to remove unnecessary administrative obligations and reducing complexity in the areas of industrial emissions, circular economy, and environmental assessments. Disproportionate administrative burden represents a major obstacle to the competitiveness and growth of the ceramic sector, ultimately limiting the industry’s efforts towards further innovation, resilience, sustainability and decarbonisation. Excessive regulatory obligations stemming from EU environmental regulations critically supplement additional costs and burdens the sector already complying with different European legislations (e.g. ETS, IED…). In particular, the content of the Ceramic Best Available Techniques Reference Document (CER BREF), whose revision is currently approaching its final steps, shall be coherently aligned with the outcome of interinstitutional negotiations on the amendments proposed under the Environment Omnibus to the Industrial Emissions Directive (IED).
However, Cerame-Unie regrets that the Environmental Omnibus does not include the simplification and stabilisation of environmental costs that it the most needed by our highly strategic industry, i.e. the simplification of the ETS for small emitters and no increase of carbon costs in 2026.
On 2 December 2025, Cerame-Unie presented a Cumulative Costs Assessment, providing updated insights into the current trends in regulatory costs and underlining the urgent need for immediate action to safeguard the European industry’s resilience and global position, notably in relation to energy and carbon costs and in terms of simplification for SMEs and small emitters.
To ensure the essential role of ceramics in Europe, providing durable and affordable goods for households, sustainable solutions to the housing crisis and indispensable industrial products, immediate action is needed. Cerame-Unie calls for further simplification of the EU ETS framework, notably addressing small emitters’ needs, extending indirect costs compensation and suspending the decrease of free CO2 quotas as of 2026.
The European ceramic industry is structured in nine sectors, ranging from construction products and consumer goods to industrial processes and cutting-edge technology, providing 200 000 direct jobs in Europe and a positive trade balance of EUR 5,1 billion. Cerame-Unie remains in close contact with the European Commission to actively address the concerns of ceramic manufacturers on this matter.
